The #UPROOT Youth-led Scorecard

Measuring the progress achieved by countries to End AIDS by 2030, particularly on the issues that matter and affect young people the most.

The first phase of the #UPROOT Youth-led Scorecards ran from 2017 until the end of 2020. After the first phase, the scorecards were assessed, and the methodology was updated in a process that engaged youth networks that were involved in the first phase.

In 2022, The PACT and Y+ Global, with support from UNAIDS, implemented the revised methodology in ten countries.

What does the #UPROOT Scorecard measure?

The #UPROOT Scorecard is a community-led monitoring tool that is facilitated and implemented by young people for young people. The tool gathers data (qualitative and quantitative) through a consensus process with young people in all their diversity to measure progress in the HIV response for young people. The first iteration of the scorecard was linked to commitments in the 2016 Political Declaration on HIV; the updated scorecard more broadly focuses on the areas required for ending AIDS as a public health threat by 2030.

What does the #UPROOT Scorecard do?

The #UPROOT Scorecard provide an opportunity for young people at the national level to evaluate how the HIV response is working for them. The scorecards are intended to provide strategic information to inform and ignite advocacy movements at the national level to hold governments accountable.

How do I get involved?

The #UPROOT Scorecard process is designed so that any youth-led organisation can implement it virtually or in person. The process is designed to include and capture the voices of young people in all our diversity. The PACT, as a global coalition of youth-led and youth-serving organisations, is happy to play a key guiding role in implementing the scorecards.
