Terms of Reference (TOR)

Background

The PACT is a global coalition of youth-led and youth serving organizations working within the sexual and reproductive health and rights and HIV movement. We seek to unite young people working in this sector around common goals, working strategically and collaboratively to strengthen the youth HIV movement and ensure the health, well-being and human rights of all young people. We advocate and enable youth-led accountability and participation for the integration of HIV into sexual and reproductive health and rights services and policies, including comprehensive sexuality education. We mobilize young people and engage decision makers to increase access to evidence informed HIV prevention and treatment. We support participation in global, regional and national decision-making processes around resource mobilization and allocation, to ensure funding for young people in the context of HIV and SRHR. We strengthen young people’s capacity to change the legal and policy frameworks that prevent young people from accessing HIV and SRHR services.

External Communications Lead

The PACT is looking to appoint one PACT member organisation to take the lead on all PACT internal and external communications. This means producing regular internal updates, running our social media channels (PACT Facebook, #UPROOT Facebook and twitter, among others) (with support from other PACT members), posting blogs, updating our website(theyouthpact.org), creating videos, and any other innovative and creative ideas you can think of! PACT members are doing great work all over the world to further the HIV response and push for SRHR. You will help us to publicise this far and wide to raise our profile among other young people, the HIV and SRHR sector, and potential donors. The lead organization will be expected to have a strong commitment and dedication to work with a global coalition to advocate for SRHR of young people, have the ability to provide regular internal oversight and monitoring for the external communications role, and ensure that PACT perspectives are represented in international policy development by providing external communications support and facilitation to membership related to PACT processes.

Responsibilities

The PACT’s External Communications Lead will be accountable to the PACT Chair, Vice-Chair and UNAIDS Advisor, Youth Engagement. The Communications Lead will be expected to commit 4-5 hours a week and be responsible for:

  1. Updating The PACT’s website
  2. Managing The PACT’s social media channels, including for the #UPROOT agenda, by posting blogs, creating videos, memes, infographics, and other products. This includes reaching out to PACT members to gather content.
  3. Draft, gather inputs and publish PACT external communications, including statements to mark special days and occasions (example, World AIDS Day).
  4. Provide regular internal updates to all Pact members on organizational issues, activity progress, learning and working opportunities and other internal communications requested by the PACT Chair and Vice-Chair.

Location:

Virtual, the position can be based anywhere in the world and communicate remotely.

Duration:

January – December 2024

Cost/Budget:

$10,000.00 for the entire period

Reporting:

PACT Chair and Vice-Chair

Short reports will need to be submitted periodically to the UNAIDS Youth Programme Coordinator for payment, however line management lies with The PACT’s leadership team.

Expected outputs:

  1. Develop and implement a PACT communication work plan for 12 months in collaboration with PACT leadership and members
  2.  Update the PACT’s website, including uploading blogs, resources, invitations to PACT-sponsored events and news updates.
  3. Regularly update PACT social media platforms, including PACT Facebook and #UPROOT Facebook and Twitter with original and secondary content.
  4. Initiative, gather, systematize and upload original content from the PACT members to the PACT website and social media, including #UPROOT
  5. Develop and disseminate at least 6 statements, press releases and media updates for identified events in consultation with PACT leadership and relevant members
  6. Maintain regular communications with PACT leadership (Chair, Vice-Chair, Adviser, and Leads) and PACT members to align PACT internal and external communication accordingly.
  7. Join PACT leadership conference calls and provide regular updates on PACT communications progress
  8. Host The PACT podcast and administer The PACT newsletter
